According to UNB, Bangladesh will be buying oil through through third country and not from Russia to avoid the Potential commercial risks. Bangladesh prefers India as the third country to buy oil from Russia. 

An energy ministry official told the news agency on condition of anonymity that India is currently importing oil from Russia despite the US ban. Dhaka has a long-term agreement with Delhi to buy refined oil from the Numaligarh oil refinery in the Indian state of Assam.

The possibility of importing petroleum fuel from Russia has come up for discussion at the policy-making level following an offer from a Russian company to sell its refined petroleum, especially diesel, to Bangladesh at a cheap price.

A Russian oil company named Russneft recently offered Bangladesh Petroleum Corporation (BPC) petroleum fuel at $59 per barrel against a global market price of more than $100 per barrel.

According to the offer, the Russian company will deliver its refined petroleum to the Chittagong port at rates inclusive of premium and shipping costs.

However, the Ministry of Energy has not officially disclosed any information about the proposal of the Russian company. Energy Minister Nasrul Hamid refused to comment on this.

Prime Minister Sheikh Hasina said at ECNEC meeting on August 16 that the government wants to buy fuel oil, fertilizer and wheat from Russia.

In this connection he mentioned that she had instructed his Principal Secretary to speak to the Russian Ambassador about the matter.

"The Ministry of External Affairs can take the initiative in this regard, we will procure fuel from them (Russia) with our own funds because SWIFT is closed and the dollar is very expensive."
